What Does Law 14 (Bill 96) Mean for Incoming Students?

It’s a common misconception that students who don’t have a certificate of eligibility to study in English and have attended French high school are no longer allowed to apply to an English-language college. This is incorrect! All Quebecers, regardless of their status, can still attend English-language CEGEPs. Applicants do not need to have a certificate of English eligibility to attend an English-language college.

How will Champlain give priority to COE holders?

As per Law 14, applicants possessing a Certificate of Eligibility (COE) receive priority in Champlain Saint-Lambert’s admissions process, which consists of three parts:

  • Early Admission: COE holders who meet program admission criteria will receive an early admission offer in early March after their applications are reviewed. Priority will be given to COE holders with the strongest academic records, considering the ratio of COE-holder applicants to available seats.
  • Regular Admissions: If space allows, applicants who are not COE holders but meet program admission criteria may receive an admission offer following the completion of the Early Admission process for COE holders and after their applications are reviewed.
  • Second Program Choice: COE holders who meet general admission criteria and who were not accepted into their first-choice program may be offered an alternative program based on program availability and academic record.

Champlain College Saint-Lambert will offer admission to as many qualified candidates as possible. Space limitations can, however, have an impact.

Admission Requirements for Quebec Residents

The basic entrance requirement for all students applying to Champlain College Saint-Lambert is the Quebec Diploma of Secondary Studies.

Canadian Applicants Educated outside Québec

Applicants who have received their high school diploma from a province other than Québec must have the following minimum admissions requirements:

  • Alberta Grade 11 (67-100 credits)
  • British Columbia Grade 11
  • Manitoba Grade 11 (minimum 13 credits )
  • New Brunswick Grade 11 (minimum 12 credits or 13 credits, depending on regime)
  • Newfoundland Grade 11 (minimum 24 credits)
  • Nova Scotia Grade 11 (minimum 12 credits)
  • Ontario Secondary School Diploma Grade 11 (minimum 22 credits). As of 2002: Grade 11 completed with at least 22 credits. Prior to 2002: grade 12 completed with OSSD or OSD
  • Prince Edward Island Grade 11 (minimum 12 credits)
  • Saskatchewan Grade 11 (minimum 16 credits)

Applicants must provide the most recent copy of their high school transcript from grade 10 onwards including courses in progress. A copy of any diplomas attained must be submitted to the Admissions Office by August 1st.

Please note that testing may be required for specific pre-requisites to certain programs. Applicants can view the pre-requisites for each program on the Champlain Saint-Lambert web site.

Applicants who were not born in Québec, and who are not deemed residents of Québec, will be required to submit proof of residency to the Admissions Office. The Admissions Officer will verify the status of all applicants who applied without a Québec birth certificate. Failure to present required documentation will result in automatic disqualification of the applicant.

Documentation for International Applicants

Applicants from outside Canada are required to possess a certification equivalent to the Quebec Secondary V diploma and equivalent specific program pre-requisites and requirements. International applicants may only apply for the winter semester if they have a student visa which is valid until the end of the winter semester.

All applications will be evaluated according to the student’s academic record.

Applicants must submit the following documentation after applying

Failure to present documentation will result in automatic disqualification of the applicant. All documents must be submitted in English or in French. If not, the documents must be officially translated by the Applicants’s country or a translator certified by the Ordre des traducteurs, terminologies et interprètes agrees du Québec (OTTIAQ)

  • A clear photocopy of official birth certificate issued by the state, indicating parents’ names and accompanied by the official English or French translation if applicable;
  • A clear photocopy of both sides of either the Canadian Citizenship card or the Permanent Resident card. (Note: a copy of a Canadian passport is not accepted);

International applicants should begin the process of obtaining the following documents once they have received their acceptance letter from Champlain College Saint-Lambert. All documents must be submitted to the Admissions Officer by August 1st at the latest:

  • Where applicable, a clear photocopy of the Certificat de sélection du Québec (CSQ) or a photocopy of one parent’s Quebec medicare card; for applicants residing in Canada who are neither Canadian Citizens nor Permanent Residents: a clear photocopy of document issued by Citizenship and Immigration Canada indicating status.
  • Applicants must obtain an official attestation of equivalence from the Ministère de l’Immigration, de la Diversité et de l’Inclusion, (MIDI). 
  • International students must provide proof of enrollment in a comprehensive health and accident insurance plan that is approved by the college. Students may obtain such an insurance plan through the auspices of the college.
  • A “Certificat d’acceptation du Québec” (C.A.Q.). 
  • A study permit from the Government of Canada. More information is available from Citizenship and Immigration Canada. The application form can be found online here.
  • Students admitted into a 3-year technical program must also obtain a student work permit for their 6th semester stage component (field work) in their final year. The application form can be found online here.

Evaluation of International and Out of Province Applicants

International or out of province applicants educated outside of Québec must submit the following documents for evaluation prior learning and evaluation of admissions conditions. Documents must be sent by June 1st at the latest. Failure to provide documentation for the evaluation may result in the disqualification of applicants.

  • A certified cumulative transcript for at least the last 2 years of high school (secondary) studies officially translated into English or French.
  • A clear photocopy of the Diploma or Certificate of Studies; applicants from College or University must submit official transcripts;
    A report card with grades, credits completed, courses in progress, the class averages if available, the passing grade, your rank and the expected date of graduation;
  • Course outlines with details on the curriculum of the courses passed.

In order to ensure the candidates meet the required admissions pre-requisites in certain programs, applicants may be required to attend an interview, submit a portfolio and/or submit a letter of intent for their program of choice. Applicants may require testing for evaluation of pre-requisites in languages (French and English), Sciences, Mathematics, Physics or Chemistry. Applicants will be invited in the month of April for the Fall admissions and the month of December for the Winter admissions for testing on site. Information on testing will be communicated to students via email. Failure to be present for an interview or a test will result in automatic disqualification of the applicant.

Failure to submit proper documentation as outlined in the Admissions letter within a pre-determined deadline will also disqualify applicants.

Language Requirements for International and Out of Province Applicants

English Language Requirements for Applicants Educated outside of Québec:

All applicants whose mother tongue or whose secondary school language of instruction was not English should submit the result of either:

  • The TOEFL (Test of English as a Foreign Language). The minimum accepted score is 75 for Internet-based, or 540 for Paper-based. Information concerning this test can be obtained here.

OR

  • The IELTS (International English Language Testing System). The minimum accepted score is 6.5 on the IELTS 9-band scale (or 6.0 with no component score under 5.5). Information concerning this test can be obtained here.

Please note that scores are valid for a period of two years from the date of the exam.

French Language Requirements for International Applicants or Applicants educated outside of Québec:

All diploma programs offered by English Cegeps in Quebec require students to successfully complete college-level courses. As of Fall 2023, additional language requirements will be implemented based on eligibility to English-language Education.

  • In order to ensure that admitted students will be able to pass these courses, Champlain Saint-Lambert requires applicants who have studied outside Quebec to demonstrate the completion of a minimum of 180 hours of French instruction.
  • Applicants may choose to submit the TFI (test de français international) or the TCF tout-public results for evaluation. Applicants will have to pay for the additional testing fees as required.
  • Upon the results of the evaluation, applicants may be required to successfully complete additional French mise-à-niveau courses which are not offered at Champlain Saint-Lambert. These courses may have to be taken at a High School Adult Education Centre or another Cegep for applicants who do not meet the minimum requirement to register for the 602-009-MQ Renforcement en français, langue seconde course.

Additional Documents

A letter of intent is required for admission to the Nursing program, and also from students who have not been studying full time for one or more semesters. Your letter should indicate the following

  • why you are applying to Champlain College Saint-Lambert and the reason for your choice of program;
  • relevant information to clarify your academic record if you had difficulty; e.g. explanation of factors that affected your performance, medical certificates, proof of employment, including work hours, etc.;
  • a brief description of your personal situation or principal occupation since leaving school;
  • your related work/volunteer experience if either of your choices is a technology program.
